That the Minutes of the Meeting of the Council held on 7 July 2021 be approved as a correct record and signed by the Chairman.

To consider General Purposes Committee Minute 24/21 of its meeting held on 9 September 2021 recommending that the title of Freeman of the Borough be bestowed upon Mrs Jean MacQuarrie, former editor of the Harrogate Advertiser, in recognition of her eminent services to the District.




Moved by Councillor Richard Cooper          Seconded by Councillor Trevor Chapman


That, in pursuance of Section 249(1) of the Local Government Act 1972 and Minute 24/21 of the General Purposes Committee held on 9 September 2021, the title of Freeman of the Borough be conferred upon Ms Jean MacQuarrie, in recognition of her eminent services to the District.


In moving the motion Councillor Cooper paid tribute to the work of Ms MacQuarrie who had been an unstinting champion for the Harrogate district, supporting local events and campaigns to make Harrogate a better place and promoting local businesses.  Jean was the country’s youngest editor when she joined the Harrogate Advertiser in 1988 and had since given 41 years of service to the district.


Upon a vote being taken, the Mayor declared the motion approved.


The Mayor then invited Jean to come forward, sign the Roll of Honorary Freemen, receive her badge of office and respond to the Office of Honorary Freeman now bestowed upon her by the Council.  Jean then addressed the Council.


The Mayor advised that in order to mark the occasion he was to host a civic reception later in the year.
