To consider General Purposes Committee Minute 20/22 of its meeting held on 26 January 2023 recommending that the title of Honorary Alderman be bestowed upon Councillors Philip Broadbank, Trevor Chapman, Michael Harrison, Sid Hawke, Stuart Martin, Nigel Simms, Matthew Webber, Christine Willoughby, Robert Windass and former Councillors Margaret Atkinson and Jim Clark. 80/22 - HONORARY ALDERMEN:

 

Moved by Councillor Matt Scott                  Seconded by Councillor Rebecca Burnett

 

That, in pursuance of Section 249(1) of the Local Government Act 1972 and Minute 20/22 of the General Purposes Committee held on 26 January 2023, the title of Honorary Alderman of the Borough be conferred upon Councillors Philip Broadbank, Trevor Chapman, Michael Harrison, Sid Hawke, Stuart Martin, Nigel Simms, Matthew Webber, Christine Willoughby and Robert Windass and former Councillors Margaret Atkinson and Jim Clark.

 

The Mayor advised that notification had been received of two amendments to the minutes, which would be taken in the order that they had been received.

 

Amendment (1) was

 

Moved by Councillor Richard Cooper         Seconded by Councillor Nigel Middlemass

 

Councillor Pat Marsh's name be included in the list of names put to council for inclusion in the roll of Honorary Aldermen and Alderwomen following her apologies in accordance with the recommendation from the Standards Panel.

 

Upon a vote being taken, the Mayor declared the amendment carried and the substantive motion was amended to include the name of Councillor Pat Marsh.

 

Amendment (2) was

 

Moved by Councillor Sam Green                Seconded by Councillor Pauline McHardy

 

The Minutes of the GP Committee should be amended so that Councillor Brown's name is included in the nominations for Honorary Aldermen.

 

The amendment was then debated by the Council.

 

Upon a vote being taken, the Mayor declared the amendment carried and the substantive motion was amended to include the name of Councillor Nick Brown.

 

The Chief Executive advised that a resolution passed by not less than two-thirds of the Members voting thereon was required to confer the title of Honorary Alderman or Honorary Alderwoman.

 

The Mayor then advised of her intention to move a further amendment to the minute of General Purposes Committee.

 

Moved by Councillor Victoria Oldham          Seconded by Councillor Robert Windass

 

That the words “and a separate vote be taken for each appointment” be added at the end of the minute.

 

Upon a vote being taken, the Mayor declared the amendment carried.

 

Upon a separate vote being taken on each of the names in the list, the following Councillors were conferred the title of Honorary Alderman or Honorary Alderwoman: 

 

Councillors Philip Broadbank

Councillor Nick Brown

Councillor Trevor Chapman

Councillor Michael Harrison

Councillor Sid Hawke

Councillor Stuart Martin

Councillor Pat Marsh

Councillor Nigel Simms

Councillor Matthew Webber

Councillor Christine Willoughby

Councillor Robert Windass

 

The Mayor then invited the Honorary Aldermen and Honorary Alderwomen to come forward, sign the Roll of Honorary Aldermen, receive the badge of office and were given the opportunity to address the Council and respond to the Office now bestowed upon them by the Council.

 

The honour was conferred posthumously on:

 

former Councillor Margaret Atkinson

former Councillor Jim Clark. 

 

Both Councillors were eligible to be conferred the honour but had sadly passed away  in late 2022.  Family representatives of the former Councillors were welcomed to the meeting and were invited to step forward, receive the badge of office and shake hands with the Mayor.  ...  view the full minutes text for item 80.
