DEFERRED and to be approved subject to the following conditions and a Section 106 Agreement.
0 Subject to a S106 (to include approx. £80k for TRO's, officers to continue discussion regarding the amount for health contributions with the ICB and HE, and to include provision within the s106 to secure a strategy to secure military heritage within the site) and with additional condition from Environmental Protection to secure Air Quality mitigation and in accordance with the ground stability report.
The application is subject to call in by the Secretary of State due to the objection from Sport England.
1 No development shall take place on any individual parcel with a phase or sub-phase, as defined on the Phasing Plan approved under Condition 6, without the prior written approval of the Local Planning Authority of all details of the following reserved matters -

Thereafter the development shall not be carried out otherwise than in strict accordance with the approved details.
2 The first application for the approval of the reserved matters shall be made to the Local Planning Authority not later than three years from the date of this permission. The development hereby permitted shall be begun on or before the expiration of two years from the final approval of reserved matters or in the case of approval on different dates, the final approval of the last such matter to be approved.
3 The commencement of each development parcel pursuant to this outline consent shall begin before the expiration of two years from the date of the last reserved matter of that parcel to be approved.
4 Application(s) for approval of all the reserved matters shall be made to the local planning authority before the expiration of 15 years from the date of decision
