The officer’s recommendations that the application be ‘deferred and approved subject to the receipt of a S106 Agreement to secure the C2 Use, the Biodiversity Enhancement Management Plan and contribution towards health care infrastructure’ were moved and seconded. On a vote being taken four Members for the motion to approve the officer’s recommendations and five voted against therefore the motion fell.
A subsequent motion was moved and seconded by Councillor Pat Marsh to defer the application to request that the number of units is reduced considerably and to consider moving the location of the building further away from the river. On a vote being taken six Members voted for the motion and there were three abstentions therefore the motion to defer was passed.

3 The applicant / developer is advised that they have a duty to adhere to the regulations of Part 2A of the Environmental Protection Act 1990, the National Planning Policy Framework 2012 and the current Building Control Regulations with regards to contaminated land. If any unforeseen contamination is encountered during the development, the Local Planning Authority (LPA) should be informed immediately. Any investigation / remedial / protective works carried out in relation to this application shall be carried out to agreed timescales and approved by the LPA in writing.
