RESOLVED (UNANIMOUSLY):

That, in accordance with Section 100A(4) of the Local Government Act 1972, in view of the nature of the business to be transacted, the meeting be not open to the public during the discussion of Minute 59/21 as there will be a disclosure of exempt information as defined in Section 100I of the Act.

The exempt information in question relates to individuals and information which is likely to reveal the identity of an individual, the financial or business affairs of any particular person (including the authority holding that information) and information relating to any consultations or negotiations, or contemplated consultations or negotiations, in connection with any labour relations or a matter arising between the authority or a Minister of the Crown and employees of, or office holders under the authority, as defined in paragraphs 1, 2, 3 and 4 of Schedule 12A to the Act.

58/21 – PUBLIC ARRANGEMENTS – QUESTIONS: There were no questions to consider under Standing Order 27.

The Head of Operations, Harrogate Convention Centre to submit a written report.

59/21 – REVIEW - HARROGATE CONVENTION CENTRE STRUCTURE – PHASE 2:Further to Minute 47/21, the Head of Operations for the Harrogate Convention Centre submitted a written report which sought approval of phase 2 restructure proposals relating to HCC following formal consultation with the staff and the unions. On 16 December 2021 the Committee unanimously approved the phase 1 HCC restructure proposals and were asked to approve the phase 2 proposed structure in order for the assimilation and recruitment process to commence. The current HCC structure and the proposed restructure which highlighted the roles covered by phases 1 and 2 were attached at Appendices 1 and 2. Appendix 3 detailed the number of posts on the existing HCC structure and the number of posts on the new structure. The phase 2 consultation log responses were presented at Appendix 4 of the report and the HCC review timeline set out at Appendix 5 outlined the prospective events in the restructure timeline.

The proposed phase 2 structure was supported by Management Board on Monday 31 January 2022 and had been shaped to provide a structure and workforce that would allow HCC to deliver efficiencies in line with future challenges following the pandemic.

RESOLVED (UNANIMOUSLY):

That    (1) the phase 2 proposed structure is approved in order that the assimilation and recruitment process can commence; and

(2) the Human Resources Committee note the recommendations detailed in Unpublished Minute 02/21.
