RESOLVED (UNANIMOUSLY):

 

That, in accordance with Section 100A(4) of the Local Government Act 1972, in view of the nature of the business to be transacted, the meeting be not open to the public during the discussion of Minutes 52/19 and 53/19 as there will be a disclosure of exempt information as defined in Section 100I of the Act.

 

The exempt information in question relates to individuals, financial or business affairs of any particular person (including the authority holding that information) and labour relations matters as defined in paragraphs 1, 2, 3 and 4 of Schedule 12A to the Act.

Property and Housing Growth Review:

The Head of Housing and Property to submit a written report.

Further to Minute 46/19, the Head of Housing and Property (HoHP) submitted a written report on the proposed restructure of Property and Housing Growth Services. The review had previously been considered by the Committee on 10 February 2020 where Members had sought clarity on the financial implications of the restructure; the number of posts in the current structure; the issues with the current structure and the purposes of the new structure. In order to address these issues the HoHP gave a presentation to the Committee providing more detail on the matters raised.

 

Attached to the report were seven appendices. Appendix 1 to the report contained the results of the consultation on the proposed changes. Appendices 2 -5 were current and proposed structure charts for the property and housing growth teams. Appendix 6 outlined the figures relating to the review and Appendix 7 outlined the work done by the In House Development Team.

 

The HoHP responded to questions regarding redundancies, sub-contractors, housing associations and budgets.

 

RESOLVED (UNANIMOUSLY):

 

That the new structures as set out in Appendices 3 and 5 are approved.

Sport and Leisure - 'Casual Hours' and Annual Leave:

The Senior HR Adviser to submit a written report.

The Senior Human Resources Adviser submitted a written report to inform the Human Resources Committee that additional ‘casual/additional’ hours worked by contracted employees in Sport and Leisure prior to 1 April 2017 had not attracted the previously agreed “plus-age payment” of 12.07% which should have been paid in relation to the calculation of holiday pay. The Committee were therefore asked to approve payments for back pay to the affected staff.

 

In response to questions from Members the Senior Human Resources Adviser confirmed that Unison were supportive of the recommendations in the report. Members also asked questions in relation to changes in employment law and the process for ensuring payments were not missed in the future.

 

RESOLVED (UNANIMOUSLY):

 

That     (1) the Committee note the contents of the report and the recommendation by Management Board that the payments be made to contracted Sport and Leisure staff affected who were employed prior to 1 April 2017; and

 

(2) That the Committee approve the payments for back pay to contracted Sport and Leisure staff affected who were employed prior to 1 April 2017. The back pay covers the period 1 April 2016 to 31 March 2017 for casual work undertaken over and above their permanent role.
