16/22 – DECLARATIONS OF INTEREST: Councillors Phillip Broadbank, Nick Brown and Richard Cooper declared an interest in Minute 20/22 as they were being considered for Honorary Alderman status. As this was not a pecuniary interest the Councillors took part in the debate and the votes thereon.

Title of Honorary Alderman / Alderwoman: pdf icon PDF 432 KB

Minutes:

20/22 – TITLE OF HONORARY ALDERMAN/ALDERWOMAN: The Chief Executive and Head of Legal and Governance submitted a joint written report that asked the Committee to consider conferring the title of Honorary Alderman/Alderwoman of the Borough on the former Councillors listed at paragraph 3.10 of the report, in accordance with Section 249 of the Local Government Act 1972.

 

On the 2 October 2019 the Council had approved a new protocol for Conferring the Title of Honorary Alderman, which was incorporated in Part 5 of the Council’s

Constitution. The Protocol set out a new procedure whereby a nomination form would be submitted for each Councillor who met the eligibility criteria of 15 years’ service on Harrogate Borough Council. The nomination form requested details of services rendered by a Councillor during their time in office and whether these services were to be considered eminent. The form was to be signed by five current serving Members.

 

The list of Councillors who had been nominated to receive Honorary Alderman/Alderwoman status was included at paragraph 10 of the report.

 

If recommended by the Committee, an Extraordinary Meeting of the Council would be convened on 22 March 2023 in order to confer the title. The Councillors would be invited to the meeting and would sign the roll of Honorary Aldermen following the Council’s approval.

 

Councillor Richard Cooper formally withdrew his nomination following which the committee considered each of the Councillors on the list and put forward those listed in the recommendation below to be considered for the honour.

 

RECOMMENDED:

 

That in accordance with Section 249(1) of the Local Government Act 1972, an Extraordinary Meeting of the Council be convened on 22 March 2023 in order to confer the title of Honorary Alderman or Honorary Alderwoman on Councillors Philip Broadbank, Trevor Chapman, Michael Harrison, Sid Hawke, Stuart Martin, Nigel Simms, Matthew Webber, Christine Willoughby, Robert Windass and former Councillors Margaret Atkinson and Jim Clark who have met the criteria and as voted for by the Committee as set out in the Protocol for Conferring the Title of Honorary Alderman.

 

(Six Members voted for the motion, one against and there were two abstentions)
