06/22 – REVIEW OF HACKNEY CARRIAGE AND PRIVATE HIRE VEHICLE

             LICENSING POLICIES - LUGGAGE CAPACITY IN HYBRID AND

             FULL ELECTRIC VEHICLES: The Food, Licensing and Occupational Safety Manager (FLOSM) submitted a written report which presented the results of a consultation on proposed changes to the Hackney Carriage (Taxi) and Private Hire

Licensing Policy and sought to agree an amendment to the newly adopted policy in relation to luggage capacity for hybrid and full electric vehicles. The proposed changes to the policy were attached at Appendix 1 and were recommended to Council for approval. A copy of the two consultation responses received from Hackney Carriage and Private Hire drivers and operators were detailed at Appendix 2.

 

Further to Minute 25/21, The FLOSM explained that the review of the Council’s Hackney Carriage and Private Hire Licensing Policy was approved by Council on 13 April 2022. The policy stated that the luggage space in the licensed vehicle should be a minimum of 0.5 cubic metres and be physically separated from the passenger seating. It was reported that the boot capacity was often smaller in hybrid and full electric vehicles when compared to a petrol/diesel vehicle in order to position batteries around the vehicle. Insisting on a minimum luggage space requirement would therefore have the effect of excluding a vast proportion of hybrid and full electric vehicles from being licensed which would not be consistent with the Council’s Carbon Reduction Strategy.

 

The FLOSM proceeded to present the findings of a review undertaken by the Council to determine the average licensed vehicle boot sizes in several neighbouring District Councils in North Yorkshire. Richmondshire District Council and Selby District Council had no minimum boot size requirements whilst Craven District Council had deemed that the boot of a licensed vehicle had to be adequate to carry luggage. Similarly, Ryedale District Council had no minimum boot size requirements although the boot had to be able to accommodate a folding wheelchair. The luggage capacity for licensed vehicles of Hambleton District Council involved the means for carrying luggage sufficient for the number of passengers for which the vehicle was licensed to carry. As outlined at Appendix 1, the proposed amendment to the Hackney Carriage (Taxi) and Private Hire Licensing Policy would allow a lower luggage capacity of a minimum of 300 litres for licensed hybrid and full electric vehicles.

 

RECOMMENDED (UNANIMOUSLY):

 

That the proposed revised wording be inserted into Appendix 1, paragraph 13 and Appendix 2, paragraph 12 of the Hackney Carriage (Taxi) and Private Hire Licensing Policy.
