That the Cabinet Member for Housing & Safer Communities:


  • approves the review of the second year of the ‘Harrogate Street Aid’ initiative.
  • agrees to the continuation/adoption of the initiative renamed ‘Harrogate District Street Aid’ to reflect it is district wide.
  • agrees to the commissioning of research into the possibility of additional for terminals across the District with a focus on Ripon and Knaresborough in particular.
  • agrees to the continued development of the Publicity and Communications plan for Street Aid.


Reasons for the decision:

Harrogate District Street Aid is a very successful initiative that deserves to continue and grow.

Alternative options considered:

To not continue with the initiative – this is recommended for rejection as Street Aid has proven to be a successful support for those street sleeping and begging in the district. It has also heightened multi-agency work around those street sleeping and begging.


To not agree to the re-name ‘Harrogate District Street Aid’ – this is recommended to be rejected. It is recognised that there are people in need across the district and it would not be possible to set up further separate Street Aids for areas – e.g. Ripon Street Aid.
