That the consultant is appointed to provide the services outlined in this report, via an exemption from the requirement to go to tender and use a single supplier, granted in accordance with 7.5 of the council’s Contract Procedure Rules.


That the Cabinet Member approves a three month contract with the consultant and that this is funded from the ICT Business Unit Reserve.


That the Cabinet Member notes the expenditure incurred through the work completed by Hill Dickinson.

Reasons for the decision:

With reference to 7.5 of the Contract Procurement Rules, the exceptional circumstances which justify this are as follows:


·         The consultant has extensive experience of supporting/undertaking projects of this type across the UK, and are a specialist strategic planning consultancy servicing the telecommunications industry including City of London Corporation, Hull City Council and Newport City Council

·         The consultant has supported the Council to procurement stage, working with officers to develop a comprehensive set of procurement documents and supporting the Council (and NYCC) to tender publication

Alternative options considered:

To continue the procurement without specialist support.  This is not recommended as the procurement is complex and is being undertaken as a competitive procedure with negotiation which we have limited expertise in.


To go out for quotes for specialist support.  This is not recommended as the procurement is live and the timetable has been published.
